PowerToys: Unable to Install PowerToys 0.35.0

Steps to reproduce
Double-clicking PowerToysSetup-0.35.0-x64.exe to run the installer as a fresh install.
✔️ Expected Behavior
Run through the installation to the end, as before.
❌ Actual Behavior
It gets past the initial wizard to the Installing PowerToys (Preview) step and the Status bar does not move. Just gets stuck at 0%.
I have spent the last several hours removing all references and files to do with PowerToys from Program Files, AppData folders and searched through the entire Registry for any entries there. Yet the problem remains.
Even tried installing under a new Admin user account with the same issue.
Also tried running it as Admin and from an Admin Console to no avail.
In the past I have never had an issue updating PowerToys (previous version installed was 0.33.1). This is the first time I have experienced this.
I have just run it from a command line with:
PowerToysSetup-0.35.0-x64.exe --log_level debug
And the log files are attached.

For reference, this resolution worked for the same issue on #12431:
We can try installing PowerToys without first creating the system restore point. In order to do this, please extract the
msifrom theexe:After that, run the
