PowerToys: Unable to use PowerToys Run

Steps to reproduce

Start PowerTools; it will attempt to start up PowerTools Run but will crash and Windows Bug collector launches to collect some info. No actual crash message shows; attempting to launch PowerLauncher.exe directly does the same thing. Looking in Reliability Monitor, I’m able to to see some details:

in logs, you can see it quickly trying to start. maybe it is failing in one of the two paths here but that seems like an area we would have caught. Top 2 are same error
