PowerToys: [PT Run] Input delay on empty search box (can't use Run)

Steps to reproduce

1. Open PT Run (without cache enabled) or open PT Run and clear search input.
2. Type query and press enter.

✔️ Expected Behavior

No delay on first query after cleaning the search input.

❌ Actual Behavior

Delay on first query after cleaning search input.

For example:

• After typing cmd very fast and hitting enter nothing happens.
• In v0.58.0 typing the action keys for settings, time & date or services showed emediatly the results. Now there is a visibal delay.

Note: The second, third, … query works as expected without delay.
