core: Unable to start after upgrade 2022.8.0

The problem

Upgrade runs through and when the system tries to start it exits with fail

Rolling back to 2022.7.6 works fine

For me it was just fnvhash that was missing, sqlalchemy was there. After installing it HA seems to be working as expected.
