I had this same exact issue. The problem was a couple of things:

  1. I had one cloud project with expired Device Connection Service.
  2. I didn’t have the correct data center selected for the new cloud project created for HA.

In order to know which data center you need to select, check this mapping: https://developer.tuya.com/en/docs/iot/oem-app-data-center-distributed?id=Kafi0ku9l07qb and make sure to select the data center where your country region is associated with (that you use to login into the Tuya app or the Smart Life app).

For 1), I had to go to Cloud > My Services > Device Connection Services and just renew the subscription in the trial mode, which is free.

EDIT: Also, you cannot associate a device account with more than two cloud projects, per this doc: https://developer.tuya.com/en/docs/iot/link-devices?id=Ka471nu1sfmkl#title-6-Link Tuya app account
