App: Infinite loading spinner when switching from OldDot to NewDot

Action Performed:
- Sign in with a new account on https://staging.expensify.com/ under a domain in the
freePlanbeta - Click on
Set up my company for free.
Expected Result:
Workspace is created and you are taken to the workspace settings modal.
Actual Result:
Infinite loading spinner, and refreshing takes you to homepage. Since it’s your first time logging into NewDot, you may also see the global create menu open up over the infinite loading spinner.
Workaround:
Refresh the page.

Okay, I like that plan because I agree that my latest solution is just too much work. Thanks for the assist, I’ll work on a PR now.
I haven’t been able to reproduce this in staging. I think it is difficult for it to happen because the “Policy_Create” request seems to be much much slower than the request getting the policy list / summary, so it is always resolved after.
I marked in red the requests to get policy list and policy summary.
I think it still should be solved at some point, but I would think it is not of high priority.
