wandb: wandb sync: --no-include-synced does not do anything

Current Behavior

When using wandb sync with the --no-include-synced and --mark-synced flags, every single run gets synced again which takes quite a lot of time if you have done multiple experiments. The flags should prevent that old runs are processed again.

Expected Behavior

When using wandb sync with the --no-include-synced and --mark-synced flags should prevent the runs from being synced again the next time the command is called in the same folder.

Hi @nate-wandb, found the run that’s not synced (offline-run-20230721_141743-ag1nm9tx)… it did have *.wandb file but no *.wandb.synced file. I can email you the run if that helps.
