tensorflow: ImportError: No module named '_pywrap_tensorflow_internal'

System information

• Have I written custom code (as opposed to using a stock example script provided in TensorFlow): No
• OS Platform and Distribution (e.g., Linux Ubuntu 16.04): Windows 7
• TensorFlow installed from (source or binary): Using pip3
• TensorFlow version (use command below): 1.1
• Bazel version (if compiling from source):
• CUDA/cuDNN version: 8.0
• GPU model and memory: Quadro K620
• Exact command to reproduce: import tensorflow as tf

I have installed everything following the instructions and opened a post on SO but haven’t receieved many responses. I have looked at multiple other posts with the same keywords but was unable to solve the issue from there. I used the standard installation instructions using pip3 for windows.
