tensorflow: ImportError: No module named '_pywrap_tensorflow'

When I try to run a simple test to see if Tensorflow works I get the following error. I already tried to upgrade tensorflow with: $pip tensorflow -- upgrade and with: pip install -- upgrade https://storage.googleapis.com/tensorflow/windows/gpu/tensorflow_gpu-1.0.0rc2-cp35m-win-amd64.whl

But I keep on getting the response in my Command Line that everything is up to date, yet this is my error:
