mezzanine: Pagination not rendering (and possibly other inclusion tags)

I’m trying out the master branch with Django 1.11 and Python 3.6.1, and noticed the pagination controls are not rendered. I managed to track it down to Mezzanine’s version of inclusion_tag. The workaround is to not override this method so we just use Django’s version, but we lose per-device templates.

I tried to further debug this but I feel lost in the guts of the template system 😅
