spinnaker: Error from server (AlreadyExists): error when creating "STDIN": namespaces "spinnaker" already exists
Issue Summary:
When deploying spinnaker to a on prem kubernetes cluster for the first time, i get the following error:
Error from server (AlreadyExists): error when creating "STDIN": namespaces
"spinnaker" already exists
It only happens when running hal deploy apply for the first time. Running it a second time, the error wont be thrown.

On Premise.

Do not delete namespace before the 2nd attempt else you’ll face the same again.
Got exactly the same issue but deploying spinnaker to GKE. Running second time finished without any errors.
