electrum: Can't install electrum on ubuntu 23.04

Can’t install electrum on ubuntu 23.04 using instructions from https://electrum.org/#download. Got error after “python3 -m pip install --user Electrum-4.4.0.tar.gz”:

As pip install now requires a venv (and installing to non isolated user python is prone to conflicting dependencies with other installs anyway) we should update the install instructions.

What about:

python3 -m venv --system-site-packages /opt/electrum
/opt/electrum/bin/pip install Electrum-4.4.0.tar.gz

Then symlink /opt/electrum/bin/electrum to a location in the user’s PATH
