electrum: [Bug] Electrum binary crashes on Windows 10

Summary

I can not begin to use the Electrum. Electrum crashed.

Steps to reproduce

Downloading from official site:

I download portable version for Windows in official site → I run file electrum-2.6.4-portable.exe → I copy and paste 13 words of seed → I input password → Electrum crashed.

I run electrum-2.6.4-portable.exe again → Electrum crashed.

I delete electrum-2.6.4-portable.exe and download this file on official site again → Electrum crashed.

I reboot my computer → Electrum crashed.

Downloading via Chocolatey:

I download install version from official site → I install Electrum and run it → Create a new wallet, Standard wallet → I copy and paste seed words → I enter and confirm password → Auto Connect → Electrum crashed.
