rook: unable to open config file from search list /var/lib/rook/rook-ceph/rook-ceph.config

Deviation from expected behavior: pvc pending state. error event: persistentvolume-controller waiting for a volume to be created, either by external provisioner “ceph.rook.io/block” or manually created by system administrator
Expected behavior: pvc get created, not pending.
