odo: Don't rebuild if only changing URL / detect change in source code.

Which functionality do you think we should update/improve?

We should implement a way to make changes to the component without rebuilding.

For example, when we create a url and then run odo push, we shouldn’t have to rebuild the component.

Why is this needed?

Saves development time as well as not requiring the component to be rebuilt again.
