ray: Remove deprecated autoscaler fields [Bug][autoscaler] Retire deprecated autoscaler fields
Deprecated fields like "initial_workers, target_utilization_fraction, autoscaling mode, worker_nodes, head_node` need to be officially retired at this point (we should raise an error if these fields are present). Anecdotally, some of these fields no longer work well. There’s not much interest maintaining them.

Realizing there’s a lot more configs to manually edit, and tests to manually run than i thought. new eta is end of today (i should be working on it all day today).
It’s a necessary clean-up item. Updated the tags accordingly.
