pulumi: Pulumi CLI hangs for a minute at "Previewing update"

@mikhailshilkov is frequently hitting issues with a pulumi up hanging for more than a minute. This does not reproduce consistently, and is not unique to one stack or program. It does appear to happen several times in a row and then go away.

This is on Windows.

The following two events from a pulumi up --logtostderr -v=9 --debug 2> out.txt where more than a minute apart. The rest of the update before and after this looks pretty “normal”.

@damianh Note that the symptoms you describe are almost certainly due to https://github.com/pulumi/pulumi/issues/3309. That is nominally fixed now - though there is some remaining work to make it harder to trip over this - https://github.com/pulumi/pulumi/issues/3528.
