connectedhomeip: Commissioning over BLE fails on iOS 15.3 and macOS 12.2.1

Commissioning over BLE doesn’t seem to work with the current code base. I’ve tested the following setups:

Controllers

• macOS chip-tool (macOS versions 12.2.0 and 12.2.1)
• macOS python (macOS versions 12.2.0 and 12.2.1)
• iOS CHIP Tool App (iOS version 15.3)

Devices

• EFR32 window-app
