tools: WCT runs extremely slow on Windows 7

I tried to use WCT on both Windows 7 and ubuntu. WCT on Win7 seems to take a very long time to get past this line:

wct -l chrome --verbose
step: loadPlugins
step: configure
hook: configure

While on my Ubuntu workstation, it runs blazing fast. Any thoughts on this issue?

FWIW defining LAUNCHPAD_BROWSERS was not enough, still 70sec startup. I also had to define LAUNCHPAD_CHROME=<...path...>. And I’m pretty sure chrome is installed in the default location.
