microsoft-teams-apps-company-communicator: Operation returned an invalid status code 'Forbidden'

The first issue with some users was solved with emptying the UserTable : #1124

We are using company communicator as basis to send news to cc 15.000 users.

We still have problem with some accounts, we checked from account to account and they didn’t block the bot, so in that case it couldn’t be reason for 403 error.

The error message which appears is: Operation returned an invalid status code ‘Forbidden’

Does anyone experience the same behavior?
