MSYS2-packages: MSYS2 64bit Setup stops at 66% forever

Describe the issue

The installer / setup is inordinately slow and practically (but not technically) freezes at 66%

The decompression and / or GPG phases just stop for in the region of 5 to 10 minutes at least, with CPU utilisation apparently not an issue.

OS: Windows 10 Home (64-bit) 10.0.18363 Build 18363

same issue when i install ‘msys2-x86_64-20230718.exe’, you can click back arrow(left top) and then click next step to continue.

Just walked through this process on Windows 11 (with msys2-x86_64-20221028.exe).
