milvus: [Bug]: if i restart milvus culster, i got "fail to save the role" by rootcoord

- Deployment mode(standalone or cluster): cluster
- MQ type(rocksmq, pulsar or kafka): pulsar
- SDK version(e.g. pymilvus v2.0.0rc2): 
- OS(Ubuntu or CentOS): container

Current Behavior

if i restart milvus culster, i got “fail to save the role” by rootcoord

and the datanode report

Steps To Reproduce

just milvus-culster is too slow, i restart milvus-culster and upgrade pulsar's disk.
