vscode-jupyter: Failed to start Jupyter in the environment

Expected behaviour

1. Create New Jupyter Notebook
2. Select a kernel (e.g., a conda virtual environment)
3. Connect to the kernel and run some codes

Actual behaviour

It failed when it tried to start Jupyter in the environment. I have had no problem using Jupyter Notebook in Visual Studio Code until today after I was prompted to restart Visual Studio Code for an update.

Steps to reproduce:

1. Create a new Jupyter Notebook
2. Select a kernel. Here I selected my virtual environment py3point9
3. Try to type some codes in a cell and run the cell, and got an error - Failed to start Jupyter in the environment.
