vscode: Cannot open external links.

VSCode Version: 1.40.0
OS Version: Windows_NT x64 10.0.018362

Steps to Reproduce:

Open a blank editor.
Type a website eg: https://google.com
CTRL+Click to open prompt:
Click Open Link
Nothing happens 😢

Does this issue occur when all extensions are disabled?: Yes

Checked with Insiders build. Same issue.

@dbrennand Then that’s not related to the link protection. Can you open Help -> Developer Tools to see if there’s any output there when you click the link?

Add https://google.com
Open the link again
