PowerToys: [Dev files preview] .reg not working

Steps to reproduce
Updated from v0.75.2 to v0.58.0. Disabling and re-enabling the preview also didn’t helped.
✔️ Expected Behavior
Previewing .reg file with dev preview.
❌ Actual Behavior
Windows default preview is used for .reg files.

I found out what happens. The installer installs the handler correctly for .reg files, but under
HKEY_CLASSES_ROOT\regfile\ShellEx\{8895b1c6-b41f-4c1c-a562-0d564250836f}is also a key, which overwrites the one set inHKEY_CLASSES_ROOT\.reg.cc: @stefansjfw

HKEY_CLASSES_ROOT checks HKEY_CURRENT_USER before HKEY_LOCAL_MACHINE.
