PowerToys: Cannot access PowerToys or Settings menu

Environment

Windows build number: Version 10.0.18362.836
PowerToys version:  0.18.0
PowerToy module for which you are reporting the bug (if applicable): 

Steps to reproduce

Install PowerToys 0.18.0 via the preferred .msi method on updated Windows 10 machine, attempt to run.

Expected behavior

PowerToys should be available post-install, following the dependency install included after the initial install.

Actual behavior

Tray icon appears, but there is no access to any windows, menus, functions or features. The program is visibly running in the background as a 7MB process, but provides no activity when attempting to call forward any menu or window. Thus, I have no capability to utilize any of the PowerToys functions.

In my case, it was blocked through RivaTuner (MSI Afterburner). I had the same informations in my event viewer like the issue creator before. The powertoys settings window crashes immediately after i restart rivatuner.

If i am playing a little bit with the application detection level in rivatuner, it seems that powertoys continues to work.

Maybe this information helps other people with this problem.
