a-file-icon-idea: Icons are not loaded if UI Icons is off (at start)

To Reproduce
1.Today I updated WebStorm, then opened the project and found that the icon was gone, and then tried to disable Atom, the icon was displayed, so I think it may be the problem of atom

Ok I’ve found the issue. All of you had “Enabled UI Icons” -> false, which, when unchecked, would prevent icons to be loaded.
This looks like something that happened in the 2022 release, something must have changed with icon loading.
I’d recommend you to enable the UI Icons, but otherwise I’ll try to investigate the breaking changes. But please be aware that this will take time.
