kubernetes: Can't delete apiservice - kubectl delete apiservice freezes

Running kubectl delete apiservice v1beta1.external.metrics.k8s.io freezes.

This is also causing custom metrics HPA e2e tests to fail in teardown: https://k8s-testgrid.appspot.com/sig-autoscaling-hpa#gci-gce-autoscaling-hpa

That seems like a bug. I’d rather see those removed from the list of exclusions. I cannot think of a reason those last two should be on this list.
