ingress-nginx: Still unable to start up / unexpected restarts

NGINX Ingress controller version: quay.io/kubernetes-ingress-controller/nginx-ingress-controller:0.28.0

Kubernetes version (use kubectl version): v1.15.7

Environment: Azure Kubernetes

What happened: Partial re-open of https://github.com/kubernetes/ingress-nginx/issues/4898

What you expected to happen: The 0.28.0 should’ve resolved the excessive restarts issue, however after an incident today which took down most of our ingress controllers, waiting for them to start up took way too many restarts than it should’ve been.

To troubleshoot whether my incident was a pod issue or not, I killed one. As seen, the ***-tkx89 took 4 restarts before it was up. Also, hadn’t really looked at the restarts of the other ones, but 30 restarts in 42 days also doesn’t seem like it is doing too well.

How to reproduce it: Most easy way to reproduce this is by killing a pod. When a new one pops up, it could take multiple restarts before it actually is up and running.

Anything else we need to know: Please tell me whatever I need to provide to tackle this issue. Whenever a pod does is not able to start up (e.g. -tkx89, there are no additional (error) logs from the pod.
