ionic-framework: Ionic select box can "double-pop" on select. Does not accept input after

Short description of the problem:

A select box within ionic on an android device will sometimes “double-pop” on select. The select overlay will then NOT receive input from the user.

What behavior are you expecting?

A select box on touch should POP the list ONCE The selected option from the list should update the dropdown value

Steps to reproduce:

1. RUN code in the repository https://github.com/AlexChesser/ionic-select-double-pop on an android list.
2. follow the behavior in the youtube video https://www.youtube.com/watch?v=pNQ3OGCQRHg specifically, TAP a TEXT BOX, THEN Select Box in rapid succession until you witness the double pop

Other information: (e.g. stacktraces, related issues, suggestions how to fix, stackoverflow links, forum links, etc)

My thoughts are that this is LIKELY related to the NG-CHANGE event on the select or an interaction with this and the NG-BLUR on the text input.
