core: ZHA not loading properly sometimes

The problem

It seems that ZHA is sometimes not loading properly. The integration overview says “Not loaded”. The logs show the following

This is on Yellow prototype which uses EmberZNet based radio. From what I can tell, the problem appeared since 2022.05 beta.
