core: Wake on LAN does not work in docker

The problem

Calling the wake on lan service does nothing when running HASS in docker. I am able to wake the computer from my phone and also running wakeonlan MAC OF COMPUTER on the host computer for docker.

As a workaround I set up a command line to ssh to the host and run the wakeonlan command. I was setting a broadcast address but I took that out and kept it to just the Mac address.

This may be something to do with how I have docker set up.
