core: UPnP/IGD Integration failing after 0.91.x

Description of problem: I remove the integration, restart Home Assistant and it configures the integration again as it should but if I restart Home Assistant again they all show as unavailable. First noticed in 0.90.0 but maybe it was doing this in previous as well
