core: SMS integration fails to start when upgrading to 2022.7.6 due to "Unable to install package python-gammu==3.2.4"

The problem

Running Home Assistant Container (docker). SMS integration was working fine in 2022.6.7. When upgrading to 2022.7.6, the SMS integration no longer starts. Reverting to 2022.6.7 resolves the issue.

Error in the log shows:
