core: Shelly devices that sleep to do not retain the last value.

The problem

I’m using a lot of shelly devices which before update 0.115.1 used MQTT to communicate.

I spun up a new instance of HA on an SD card to give the new integrated shelly ago but I’m seeing some issues with devices that go to sleep (shelly H+T, Shelly & window contact) showing up unavailable in HA

When I was using the shelly discovery script in HACS and MQTT on version 0.114 we set the flag retain. Which I suspect is missing from the new integration.
