core: High CPU usage on docker image
The problem
High CPU usage on the HA docker, using Hassos.

After 30 or 40 minutes online, the CPU usage increases and afterwards the frontend crashes.
Tested also deleting the DB. No effect. Tested with no integrations and add-ons: No luck. Tested restoring partial backups: No effect. Tested with no automations: Neither.

Looking elsewhere online, I see other people report that
chardetis CPU intensive, especially on large blocks of text. The fix seems to be to add an encoding to the response if one was not provided. I submitted a PR to pyvera that should fix this.
