core: Harmony Hub / Google devices suffering timeout errors after 2022.3

The problem

Multiple devices seem to be suffering timeout issues since upgrading to 2022.3.0.

  • Harmony Hub being marked as unavailable for just a few seconds here and there - absolutely none in the previous 10 days.
  • Google Hubs and Mini’s having heartbeat timeouts.

The following issues also seem to be of a similar type of nature too #67599 & #67578
