core: HA does not support 2 RainBird Controller in setup

The problem

HA support for more than 1 rainbird controller does not work. Following the integration guide for rainbird, I have successfully integrated 1 of 2 controllers. Once I have both controllers setup and have confirmed it via config check, I then go to Developers>tools and there only 1 of 2 shows up with all the valves. The other unit is nowhere in the developer>tools section or states section. I have raised the issue in the various HA discord channel before being redirected here.
