Still having the same issues with 2021.9.3 on Docker. It just seems to happen on every upgrade

I am also seeing this same issue on 2021.5.4 and previous versions since about 2021.4.0. Rebooting the host fixes it for me.

I do upgrade to 2022.08b and it working!

Still happening on 2021.11.1 Is there a CLI command to restart manually?
