core: ATAG integration doesn't work after restart

The problem

Every time I restart HA, ATAG integration is unavailable. Deleting the integration, and then re-installing it, makes it work again. Logs say: Failed to update Atag Data: [Errno None] Can not write request body for http://192.168.x.xx:10000/retrieve
