Can confirm a move to ruby-2.5.1 without sudo fixes the problem however most people installing this especially using the brew option will use:

$ ruby -v
ruby 2.3.7p456 (2018-03-28 revision 63024) [universal.x86_64-darwin18

As thats what comes installed by default on a Mac - so it may be worth someone looking into this.

Thanks for trying that, so we really have to test this with Mojave (Possibly combination of how the system ruby is installed and the version)

Just encountered this same thing fresh installing fastlane via brew and from gems.

He is referencing macOS Mojave 10.14.1 @janpio

I definitely have command line tools installed and went so far as removing them and re-installing. @hjanuschka
