Steps to Reproduce

1. install older version of create-react-app
2. eject
3. manually update to newer version of create-react-app
4. update all your package.json dependencies
5. manually add the newer dependencies only found in the new create-react-app package.json file
6. delete node_modules
7. delete package-lock.json
8. npm update npm@latest
9. update node via windows nvm
10. npm install
11. npm start

Things I’ve tried

1. Removing node_modules, npm cache clean, npm install
2. Update npm, update node and repeating step 1
