deconz-rest-plugin: effect: colorloop no longer works in most recent version
Describe the bug
All hue bulbs no longer work with effect: colorloop (in HA scripts, dev tools, & directly in HA UI). This can be solved by reverting deconz to amd64-2.11.01
Steps to reproduce the behavior
- update to marthoc/deconz:latest
- try
effect: colorloopon an RGB hue bulb in HA - the bulb turns on but does not colorloop
- revert deconz to marthoc/deconz:amd64-2.11.01
effect: colorloopnow works in HA
Expected behavior
effect: colorloop works in most recent version of deconz

- Host system: PC Ubuntu Server 20.04 - Docker version 20.10.7
- Running method: Marthoc Docker container
- Firmware version: 26680700
- deCONZ version: 2.12.00 / 5/9/2021 - does not work (2.11.01 does work)
- Device: ConBee II
- Do you use an USB extension cable: no
- Is there any other USB or serial devices connected to the host system? If so: Which? Yes - HUSBZB-1 but only used for Zwave

I keep my lights and other Zigbee devices up to date with their latest firmwares, and have been using the OTAU plugin for that, since we figured out how to handle the Hue firmware files.
The release notes for the firmware mention: “this update provides improvements to stability and security.” That sounds like a good thing, I suppose.
Yes, I ran a rest API get on /lights after reading all attributes and color capabilities updated to 31 for each of them. I tried colorloop in HA and it worked.
I enabled OTAU via the rest API, but I’m still not sure this is showing what you’re after

I’ll keep an eye on the lights and see if color capabilities resets to 0 or stays at 31. If it resets, I’ll try the reset/re-pair.
