runtime: Perf regression on Linux SSL (ASP.NET plaintext)
As seen on this KPI from 785K RPS before the regression:
Between 2.1.0-preview3-26330.03 and 2.1.0-preview3-26331-01 as shown on this graph:
The regression only occurs on Linux, and has been replicated on local environment and also on azure.
