cmssw: Possible bug in DQMStore::leaveLumi()

There seems to be a bug in DQMStore::leaveLumi(), please see https://hypernews.cern.ch/HyperNews/CMS/get/tier0-Ops/2289.html for the PromptReco_Run345687_HLTPhysics wf and then https://hypernews.cern.ch/HyperNews/CMS/get/tier0-Ops/2289/2.html PromptReco_Run345595_HcalNZS

While the first one (345687) had this special DQM key in for a test, the second run seems very much like a vanilla run, which would mean that this is just a bug that comes up time to time.

The way to reproduce the first one
