cmssw: Failure in 2022 data promptNano (L1)

We have spotted the following failure in the 2022 data promptNano production, presumably connected to L1 trigger:

The crash info:

vector::_M_range_check: __n (which is 0) >= this->size() (which is 0)

The problem is reproducible at different sites.
