Reproduction

Step 1: Install passwordprotect

step 2: edit the contenttype of Pages, for example to have allowtwig: true:

        body:
            type: html
            height: 300px
            allowtwig: true

Step 3: Add {{ passwordform() }} to a page:

Step 4: Expect to see the form in the frontend, but see this instead:
